While she was once a normal woman being dosed with powers and then having superpowered fits that killed thousands of people, Shatterbird eventually settled into being what she was. A murderer, though thrust into it by power and circumstance. It is understandable then that while she still holds herself above her fellows by presenting herself as a scholar and intellectual people like Jack still know her to be a horrible monster, and why she can function so well as a recruiter of people given that she can connect with those who also are falling into a spiral of despair, regret, and ruin.
