Residents were drawn from the entire refugee population, from all over the former world. ===Early-[[Ward]]=== Initially, Cedar Point was being built by a number of construction workers under the impression, accurate or otherwise, that they would earn first right to purchase the homes they were building. When word went around that this was not the case, a strike ensued. A [[Broken Trigger]] made an already bad situation worse, leading to many deaths. The strike and broken trigger event put a sudden stop to town development.<ref name="2.7 e1" /> Afterwards, Prancer saw an opportunity to settle in a territory of his own, for Velvet's sake, and he set about recruited unaffiliated villains to take control of the settlement.<ref>[[Interlude 1 II]]</ref> Roughly a month on a it had become a site for drugs like weed and gun running along with other criminal activity.<ref>[[Shadow 5.5]]</ref> It also began being called "Hollow Point" instead, with graffiti to reinforce it. Almost immediately after the villains infested the territory, the yet-unnamed team [[Breakthrough]] set about putting pressure on them. They coordinated with other hero teams and aimed to carefully build pressure against Hollow Point. This pressure and tension continued to build with the help of various hero teams, despite some difficulties. Ultimately, things boiled over when the villains ruling over Hollow Point enacted their plan against [[The Fallen]], as part of their bargain with [[Cradle]] and [[The Mall Cluster]] to kill [[Rain O'Fire Frazier]] in the [[Mathers Compound Assault]]. ===Post-[[Mathers Compound Assault|Fallen fall]]=== During the major fight against the Fallen, the villainous factions among Hollow Point fractured. The already existing tensions, loss of key figures like [[Beast of Burden]], and the betrayal of the [[Speedrunners]] had sealed its fate.
