== Structure == The Patrol Groups are broken into geographical areas called Patrol Blocks.<ref>I was keenly aware of Captain Marcial’s geographical position, as well. A lot of their focus is around portals and the handling of events around other worlds.<br><br>While the 'cape police' thing sounds cool and draws a lot of kids into it from the high schools, it tends to involve grueling volunteer work with long stints of travel and time in harsher conditions, drills, and classes on parahuman science - Victoria's patrol group steps this up to weed out those who aren't in it for a reason. A lot of the mundane duties are staffed with large groups of school-age kids, but only the senior students are going to be going out to do anything serious or serious-ish (as we see with Jester going out to help guard the refugees outside the Fallen camp)<br><br>The reason for the high school kids being put into this is... kind of split, depending on who's leading the group in question. Some will say it's to give a kind of power and perspective to those who are angriest and having a hard time dealing with capes in a post-Gold Morning world.
