Exalt is a powerful but limited aerokinetic, with telekinetic control of wind. To truly use his powers at their optimum he needed to let a charge build up. Exalt could fly, presumably using his aerokinesis to lift himself. It was strong enough enough for him to carry a person with him.<ref name="24.4 e2">And behind me, as if they were feeling guilty, Exalt and Dispatch were giving chase, rapidly catching up.
