Shin started accepting refugees from [[The City]]. The Atlantic Seaboard Capitol was partially evacuated to accommodate for disturbances on Gimel, as well as for [[Shin Defense Initiative|the new project]] of [[Chris Elman|Lab Rat]].<ref>Chris had had his laboratory moved to the capitol, to be closer to the portal in case something happened.  In response, a lot of the capitol had moved away.
