The thing about the power classification system used in Worm is that it's flawed, but deliberately so. That is, it seems to be part of the story that whoever came up with the system in-story did a sloppy job. Classifications are determined more by the practical result of using the power than the underlying ability that drives it - which is why a parahuman who only really has one ability might end up in multiple categories.
