Appearance

Tohu takes the appearance of a three-faced young woman. She has two torsos and four arms (ending in long, clawed hands) but only one pair of legs. Her whole body except for the faces is made out of what appears to be coloured hair, growing from her three heads and woven into ribbons and cords.<ref name="25.6e1">Tohu, with three faces. Legend's white and blue mask, Eidolon's glowing shroud, and Kazikli Bey's red helmet, each twisted to be feminine, framed by the long hair that wove and wound together to form her body. It condensed into cords and ribbons, and the ribbons and cords, in turn, condensed into her chest and lower body, two torsos made with overlapping versions of the hairstuff, small breasted, with only one pair of legs at the lower half. The colors were extensions of the costumes she was copying, predominantly white here, but with streaks of crimson, green and sky blue highlighting the ridges and edges.

Her four hands were long-fingered, claw-tipped extremities in shapes that served as mockeries of the people she was mimicking. Two of Eidolon's hands with the blue-green glow around them were holding a forcefield up to protect her sister, while a white-gloved one focused on using Legend's lasers to target capes who thought flying up and out of the city was a good idea. Not that it was easy to fly in winds like this. Not the sorts of winds that an aerokinetic like Kazikli Bey could make, capable of slicing someone with air compressed into razorlike ribbons. A hand in a red gauntlet was gesturing, redirecting the wind to blow down, across, and in crosswise currents that formed brief-lived whirlwinds. - Scarab 25.6</ref>

Her faces and hands adopt the costume of the three capes she copies, twisted to fit her appearance. Her "hair" also changes to match the colour scheme of the head it grows from, resulting in flesh streaked and intermingled with the colours of the costumes.<ref name="25.6e1"/>

She is the smallest Endbringer by height and size,<ref name="30.6e1"/> with the possible exception of Bohu when not engorged.<ref name="30.5e1"/>

Abilities and Powers

Power Simulation

Tohu's main ability is to simulate the powers and visages of up to three individuals at a time.<ref name="R2">Tohu is one part of the Tohu-Bohu pair. She simulates powers, up to three individuals at time. She's small, but has the same overall toughness as the others. She defends Bohu. - Wildbow on Reddit</ref> She appears to manifest her copied powers using the body parts that are copied from the original (e.g. shooting lasers using the hand mimicking Legend).<ref name="25.6e1"/> When Tohu simulates a cape, she copies the current capabilities of their powerset; for example, she could summon copies of Glaistig Uaine's shadows when mimicking her.<ref name="30.6e1" /> She can even simulate the powers of dead parahumans and parahumans who are half-way around the world.<ref name="25.6e2">Los Angeles, May 17th, 2013 // Tohu Bohu

Tohu needs time to choose her "masks". Weaver believed a fight with the Twins was effectively over once Tohu chose all three masks and Bohu claimed the battlefield. Weaver speculated that the limited time for defenders served as a counter to Scion, who often arrived too late.<ref name="25.6e3">Another counter to Scion. All too often, he was late to arrive, and once Tohu had chosen three faces and Bohu had claimed the battlefield, well, the fight was more or less over. - Scarab 25.6</ref><ref name="I26ae1">They'd figured out how to fight Tohu and Bohu during the Los Angeles attack. The trick was responding quickly, stopping them before Tohu had her masks and Bohu managed her influence. They'd won, for lack of a better term, managing the fight without the casualties they'd seen in the prior attack, but they'd still lost a chunk of the city in the time it took them to beat and batter the towering Bohu into submission. Now Santa Fe Springs and all of the neighboring districts were uninhabitable, due to the traps that riddled it, the way the infrastructure had been completely and totally compromised. - Interlude 26a</ref>

Sustaining heavy body injuries can still reduce Tohu's combat effectiveness, forcing her to spend power to regenerate and recover.<ref name="II20.6 eRest" /> Scion did so much damage to her on Earth Gimel that she was left too broken to fight.<ref name="30.6 eBroken" />

Manton Limit

As a non-sandbagging Tohu clearly did not use masks of Scion, Eden, and the other Endbringers when fighting against Scion,<ref name="30.5e1" /> she is Manton-limited to parahumans.^[*] Her mask choices also imply an inability to choose a specific mask more than once at a time (e.g., Tohu did not use three masks of Glaistig Uaine simultaneously).

No way would the Endbringers have operated like they had for as long as they had if they didn’t. No way would the Endbringers slowed their aggression against Scion in the middle phases of the fighting, falling back to change up how they came at him, if they didn’t need rests, in a sense. - Last 20.6</ref> a non-sandbagging Tohu fought against Scion.<ref>They're children, they're unpredictable, and only at the end do they unleash their full potential. Their flaw is the fact that they're fundamentally hollow, naive, illusory. They're only really playing a game for reasons that don't matter at the heart of things. - Worm Tarot Deck</ref> She could fly, fire lasers, summon three unknown shadows with ranged attacks via Glaistig Uaine's power, and use two more unknown ranged powers. One blast that combined all her ranged powers created a crater that was at least 900 feet in diameter.<ref name="30.6e1" /><ref>Leviathan and the ground beneath him sank a good ten feet, and water swirled and frothed as it began pouring to fill the depression. He used his arm to shield himself as Purity fired another blast from above. As the ground beneath him continued to sink, the water lapped higher and higher around him. The Endbringer descended, and the area around him quickly became a massive indent, ten, fifteen, thirty, then sixty feet across, ever growing. The force of the water pouring into the crater began to increase, and the ground underfoot grew increasingly unsteady as cracks spread across it. I realized with a sudden panic, that I wasn’t making headway against the waves and the ground that was giving way underfoot. The growing crater was continuing to spread well past me, rising above me as the ground I stood on descended. Other Abilities

Despite her small size, Tohu has incredible durability and can regenerate thanks to her Endbringer physiology.<ref name="R2"/> She appears to perceive the world by sensing power expressions.<ref name="28.I">More communications, to get the point across.

“Jesus,” Byron said. “Don’t even joke. They’ve been dormant.”

“They can’t be predicted easily with danger sense either,” I said. - Gleaming 9.12</ref> and is also a blind spot to the typical precognition,<ref name="II11.4">It wasn’t Jeanne who answered. Cinereal gave me my reply. “Thinkers say no. They’re either drawing blanks or they don’t like what they see.”

“Nothing specific? No details?”

“No,” Cinereal said. “But if you look at some of the other major thinker blind spots, you’re going to find yourself running into topics like Eidolon, Sleeper, the Endbringers, Valkyrie, the Island-state, the Pastor incident…”

“Concentrations of power,” I said.

Jeanne shook her head. “Complexity of power, most often. Whatever thinker powers come into play, with these cases, there’s often too many variables to fully consider, thinkers report that their powers are fuzzy, inconsistent, or blacked out.” - Blinding 11.4</ref> including Contessa.<ref name="24.2">“Right, that wasn’t my second question. What I want to know is why the hell you haven’t used a power like yours to figure out how to beat the Endbringers.”

“My power is a form of precognition,” she said. “Unlike most such powers, other precognitive abilities do not confuse it. That said, there are certain individuals it does not work against, the Endbringers included.”

“Why?” Tecton asked.

“No way to know for sure,” she said, “But we have theories. The first is that they have a built-in immunity, something their origins granted them.” - Crushed 24.2</ref>

History

The Timeskip

Tohu first attacked alongside Bohu on October 10th, 2012. The attack was on the city of Bucharest, and Tohu selected parahumans that granted her massive air superiority, including powerful local aerokinetic Kazikli Bey. The defending forces didn't know how to combat the Twins, and the battle was considered a loss for humanity.<ref name="25.6e1"/><ref name="I26ae1"/><ref name="25.6 eFirst"/>

The Twins' second attack was on the Santa Fe Springs region of Los Angeles. The defending forces grasped that the key was to defeat them quickly before they ramped up; Tohu did in fact attain all three masks, but only part of the city was rendered uninhabitable by Bohu, and casualties were much lower than the previous attack. This was considered a victory attributed to Eidolon and the Guild.<ref name="I26ae1"/><ref name="25.6e2"/>

Gold Morning

Like the other Endbringers, Tohu fought alongside humanity on Gold Morning. She helped to defend Earth Dalet from Scion alongside her sister and the defending forces.<ref name="29.9 eDalet">Things weren't much different from before. The defense took a different form, they had Bohu and Tohu with them, and they were reshaping defenses to buy the defenders a little slack. But Dalet had taken heavy losses in an initial attack. - Venom 29.9</ref>

At a key moment during the battle between Khepri and Scion, Tohu attacked Scion alongside the other Endbringers, wielding Glaistig Uaine, Eidolon and Myrddin's powers. The Endbringers continued to fight Scion as he was confronted with a false image of Eden<ref name="30.5e1">The Simurgh plunged from the clouds, hitting Scion.

Leviathan, healed a touch, emerged from the water.

Bohu rose from the earth, going from a human sized head and shoulders at eye level to a tower.

Tohu, for her part, had Glaistig Uaine, Eidolon and Myrddin's faces.

The Endbringers, come to the rescue.

Scion tried to float down to it, fighting almost tooth and nail with the Endbringers to get to his new companion. - Speck 30.5</ref> and as Doormaker's power went dry.<ref name="30.6 eGimel">I could sense the doorways closing. The blast had separated the two, leaving Leviathan hunched over, one arm intact and braced against the ground, head hanging, his chest peeled open.

The light curved in the air, and punched into Leviathan's open chest cavity.

The Endbringer fell. The color went out of Leviathan, his flesh breaking up, like clay overbaked in a kiln. - Speck 30.6</ref> After some more fighting, Tohu and the other Endbringers retreated, too injured to fight (with the partial exception of the Simurgh.)<ref name="30.6 eBroken">He turned his attention to the winged Endbringer and her smaller companion. The towering Endbringer was already so damaged that she could only pull herself together. The fat Endbringer was gone.

No, he was alive. He'd created a time field around himself, and was healing in a more distant location.

Scion was doing too much damage to them. They wouldn't win this fight for us.

In the other Earth, the winged Endbringer fell from high above, her innumerable wings broken, ruined and bent. She reached skyward, as if clutching for Scion, high above, and then the hand crumbled.

The moment he left Earth Gimel, the Simurgh scattered the mixed sand and dirt she'd gathered above her, then climbed to her feet, gun in hand. The pieces of the fake body she'd formed of the materials at hand broke apart as they fell free. She waited, recuperating. - Speck 30.6</ref><ref>I could see the Endbringer arrive. I'd opened a portal to Gimel in the process of making mouseholes between worlds, and she was the only one that remained. She sang, a shrill song that echoed in every mind I controlled - Speck 30.6</ref>

Post-Gold Morning

Following Scion's defeat, she went dormant.<ref>The Endbringers are, we're praying, dormant. The major players are busy recovering and rebuilding, giving us six straight months of peace for the first time in twenty years. - Teneral e.1</ref><ref>One window showed the various Endbringers, all of them motionless, but for the Simurgh, who was airborne. - Interlude: End</ref><ref>“Things are better this time,” Sveta said.  “We’ve learned from mistakes.  It’s a fresh start.  The Endbringers are dormant, we’re finally building things without them being torn down all the time.” - Flare 2.6</ref>

The Ice Breaks

In shardspace, Titan Fortuna shows a vision of a victorious Simurgh to Breakthrough, Cryptid, Chicken Little, and Five.<ref>Capes, people, animals, all cringing in pain. Where able, hands went to heads. Knees buckled, and those fighting stopped. Everywhere.

“We lost,” I breathed the words.

“We’re about to lose,” Rain said. “It’s a vision of what’s about to happen. We figured out we could ask about the future. This is-”

“Soon,” Sveta said.

“It might be her, Fortuna, trying to communicate with us,” Byron said. - Infrared 19.9</ref> According to Fortuna, the Simurgh can only command Khonsu, Bohu, and Tohu by successfully merging with her and then using an Eidolon shade via Titan Valkyrie;<ref>A great, long-fingered hand of silver with bone-white nails reached out. The shadow of Eidolon stepped down onto the fingertip.

Titans appeared from clouds of darkness, arranging themselves in a formation around their new center and commander.

Other things stepped out of clouds of darkness.

Not Titans, but scary enough in their own way. Especially considering what all of this meant.

Endbringers. One tall and narrow, of a size to rival any Titan. One small, a knot of formlessness, with faces periodically flashing out. One with a great chrome orb for a midsection, a black, whiskered head, arms, and feet mounted at different positions around that orb. There were other shapes that stood in the dark clouds, but they didn’t emerge or seem consistent. Still taking shape. - Infrared 19.9</ref> the Simurgh-Fortuna amalgamation would then use her living siblings as bodyguards.<ref name="II19.10 e1">“Let’s assume they have clear goals. The Simurgh wants… that. Whatever that was. Humanity under her sway, her with Titans, Endbringers, and an army of capes brought back from the dead to protect her. Titan Fortuna wants to bring about the end of our world so their species can try their hand at replicating. Both have similar endpoints. But those are just that. Endpoints. What happens after the end?”

“The world is enslaved, or the world blows up,” Byron said.

“Immediately?”

“The slavery, it seems like. The world blowing up… don’t know.” - Infrared 19.10</ref>

• Wildbow speculates that Tohu would be a threat to the Justice League if she could copy the Flash, Green Lantern, and Martian Manhunter simultaneously.
