I definitely agree with that. It's a projection just like Manton or Crusader, just with with greater flexibility in forms. In which case, it's still master if Nilbog is considered one, since he can essentially create many different forms as well. The only thing I could think that may make her different is that Genesis is unable to move when projecting.
However, I don't recall mobility whilst control being a requirement for a master.
