Yeah no, that organization a seperate group. look again when weaver is trying to get the go ahead to follow them into the restaurant. It is owned by an asian Cape gang. Look at the last line, the person on the line is part of the restaurant and the Folk (Topsy and Co.) are in the restaurant, probably wondering why the guy is on the phone in the first place.
