Even Fallen without powers are a pain.
Victoria, Sveta, and Capricorn approach a damaged house in the Fallen camp to evacuate its residents, who cooperate but are stranded upstairs; Capricorn begins to use his power to support the building, but Victoria, unsure about leaving permanent barriers around the town, asks him to clear the roads first.

Suspicious of the silence among the civilians, Victoria goes upstairs to fly them down, but is then held at gunpoint by another, who orders Capricorn to report to the rest of the Fallen. Sveta and Victoria are able to disarm the gunman, whom Capricorn cuffs with stone. The other civilians are more cooperative; Victoria directs them to the patrol group at the perimeter, but requests directions from one of them, the gunman's wife, Nancy, who agrees to direct them.

The group approaches the next house, but its residents want to stay and fight, despite Nancy's attempts at persuading them; eventually, they agree to evacuate their smaller children; as the fighting looks to be turning to this area, however, Capricorn stays to barricade the house, while Victoria sends Sveta to guide Nancy and the children to the perimeter. She quickly evacuates the two other nearby houses, whose residents join the flow of people heading for the patrol group.

Victoria returns to Sveta and Capricorn at the house, now encased in stone, just as Beast of Burden's group and a group of Fallen capes and bikers move into the area. The heroes join the fighting; Victoria and Nailbiter defeat one biker, a [[Shaker]] with a vacuum-like power, but another, a [[Master]] with the ability to split himself, frustrates Damsel. Victoria flies Damsel away from the conflict and tries to calm her down, before an approach from a biker interrupts them.

Meanwhile, Capricorn, Sveta, and Beast of Burden's group take down the rest of the Fallen capes; just as the Fallen are defeated, however, Beast of Burden and his clique turn on the hero group. Chris, in his Dark Introspection form, arrives, disrupting the fight, allowing each side to back off and group up, but the Fallen regroup as well, led by Valefor.

Valefor is out and ready to fight with style.

Plot

The heroes join the fighting; Victoria and Nailbiter defeat one biker, a Shaker with a vacuum-like power, but another, a Master with the ability to split himself, frustrates Damsel.
