Personality

Effervescent comes off as pretty stand-offish to Victoria, on one occasion refusing to shake her hand.<ref>Anelace put out his hand to shake. I shook it. Effervescent didn’t offer me anything, and I didn’t push.- Black 13.5</ref>

She has substance abuse problems.<ref name="II14.2"/>

Abilities and Powers

Effervescent is an emotion manipulator with an emphasis on stunning people.<ref>Flare 2.1: Effervescent was an emotion manipulator with an emphasis on stunning people.  Relay was capable of some complex moves with teleportation I wasn’t sure I had a grasp on, most of which seemed to amount to them teleporting to where others were, shunting that person to a random position elsewhere, and he also had some ability to communicate without words, both sending and receiving.</ref>

She can read peoples emotions en masse and at significant range<ref>Black 13.5</ref> or act as lie detector.<ref name="II13.z"/>

Effervescent was unable to get a consistent read on Victoria or Mr. Drowsing<ref>Interlude 13.z</ref>, likely due to their own master powers.

History

Early-Ward

Effervescent is first introduced during Victoria Dallon's interview with Foresight. There, Effervescent comments how, while better than most when it comes to getting a read on people, they are unable to get a consistent read on Victoria. She surmises it might be due to her emotion manipulating powers. This uncertainty is a contributing factor to them voting 'no' to offer her a space on their team.

Post-Time Bubble Pop

Met with Victoria and Tattletale, and discussed possible recruitment interference in regards to Ratcatcher and Big Picture.

Effervescent moved into The Wardens Bunker on semi-permanent basis, since she was not able to maintain conspiracy due to personal reasons.<ref name="II14.2">There were capes who could, but who were sitting this one out, because they had other shit going on, or because the stress of it was too much. Effervescent was one, and she’d been open about the reasons why: she had a substance abuse problem and acting like she’d been pushed to her limit put her at the cusp of a slippery slope. - Excerpt from Breaking 14.2</ref> She assisted in arresting Orchard and Victoria's later dealings with Mr. Bough.<ref name="II13.z">Black 13.z</ref>
