He could fork realities in the meeting in order to guarantee the result he wants without taking too much time, but that represents a huge risk.  

One great quote in the book is where he says (or thinks, I don't remember exactly) something like that he never likes to have interactions with any of his important subordinates without a backup timeline.  

After reading that, it became clear that he almost never speaks with Dinah, or anyone from the Travelers or Undersiders without having a reality fork available to return to where he did not interact with them.  And that this is generally a *very* smart decision.  

He would need to consider it *very* important to do such a demonstration in order to be willing to collapse and refork while in a meeting with any parahuman, or even regular humans that are either very smart or hold political or economic power.
