Genesis is a master, not a changer, but a lot of these classifications have to do with what is publicly known of the power, not what the power actually is. Siberian isn't mentioned here, but the mis-classification was mentioned in-story. Genesis is mis-classified for the same reason Bitch is classified as a master (though she appears to exhibit no superpower related control) -- because it looks like she does, and it's an important part of her power (there's also a discussion between either the Wards or the PRT at some point about the whistles, although they seem to conclude that's the mechanism behind the power, so I suppose that example might be ambiguous).
