The main goal of Coil's organization is to take over [[Brockton Bay]], and then improve it so that the overall situation is better for its inhabitants. To achieve this, Coil planned to have each cape in the Undersiders take over a section of the city and protect it. He then faked his own death and discredited the heroes and mayor of the city at the same time, in order for his civilian identity to assume the role of [[PRT]] Director for the local headquarters.
