Summary

Two years since Gold Morning, refugees from Earth Bet persist in constructing and populating The City, a metropolis on the northeast coast of Earth Gimel's North America. Our protagonist, Victoria Dallon, is responsible for training a high school patrol block established by Sean Gilpatrick. Gilpatrick sends her patrol (including her friend Jasper) on a mission to guard Fume Hood, a villain-turned-hero set to debut at the Norfair Community Center. She agrees, wary of anti-parahuman sentiment and Fume Hood's involvement in a tragic accident years ago.

Despite the protection of Victoria's patrol and the local heroes, the Community Center is attacked by a group of parahuman mercenaries led by Lord of Loss. The mercenaries are ostensibly out to capture Fume Hood, but Victoria suspects that there are ulterior motives at play. During the attack, Victoria releases an aura of fear while battling against Snag, a cluster cape with emotion-affecting gauntlets. The fight ends abruptly when Fume Hood is shot (non-fatally) by a civilian, and the villains agree to leave. Gilpatrick reluctantly informs Victoria that she has lost her position, with her powers and mental state an apparent danger to the new recruits.

Later that night, she attends a barbecue with her family, only to learn that her mom invited Amy, Victoria's adopted sister. Amy's actions afflicted Victoria with a warped body and psyche for years at the Parahuman Asylum. The experience has distorted her powers, and the memories haunt Victoria on a daily basis. Victoria leaves the party in disgust, vowing to find a new home away from her immediate family. After spending the night at her former workplace, her cousin Crystal offers accommodations. Victoria expresses her duty to perform hero work, despite regretting the aggression she exhibited under the identity of Glory Girl. Gilpatrick brings in Jessica Yamada, Victoria's former therapist at the Asylum. Jessica, though currently occupied with other parahuman clients, offers to befriend Victoria and guide her recovery.

In the interlude, Prancer and his accomplices arrive at The Lodge, a corner world villain hideout. Lord of Loss's team arrives shortly after and earns the right to meet with Marquis on the second floor. Prancer develops a covert plan to unite the other B-list villains and carve out their own niche.

Summary

Victoria struggles to settle into her new housing situation at Crystal’s apartment. She tries to find employment among several hero teams, to no avail. Foresight considers her to be too unstable, Auzure is only interested in her connection to Amy, and The Shepherds/The Attendant see her as too brash when dealing with a Crowley recruitment drive. She finds temporary solace in visiting the hospital where Fume Hood is recovering. There she discovers that one of the young patients has a friend who has developed powers. After contacting Jessica Yamada, Victoria is distracted by a construction worker protest which has entangled diplomatic relations with alternate earths.

Later that night, Victoria and Crystal watch over the protest, which takes a catastrophic turn when 92 of the workers are massacred by a chain reaction of broken triggers. Two weeks later, Victoria and Mrs. Yamada meet at a coffee shop to briefly discuss the new parahuman, only for Mrs. Yamada to ask for assistance with some of her group therapy clients. Victoria agrees to sit in on one of the sessions, meeting Jessica’s clients: Kenzie (a rambunctious young tinker), Sveta (her old friend at the Asylum, now with a prosthetic body and a close relationship with Weld), Tristan (a suave Weld fan), Rain (a ragged older teen), Chris (an off-putting tween), and Ashley (an intense ex-member of the Slaughterhouse Nine).

Jessica explains that the group aspire to become a hero team, despite some of them not having reached a safe degree of mental stability. Victoria does her best to educate the group on the challenges of hero work, both financial and emotional. Over the course of the conversation, she learns that Rain is threatened by the rest of his multitrigger cluster, including Snag. Tristan is revealed to be a case 70, inhabiting one body with his twin brother Byron. Realizing that the group’s drive is unwavering, Victoria volunteers to act as a tutor. On the way out, she meets Rain’s friend Erin.

The following morning, Victoria scouts out a potential training ground at Cedar Point, only to run into a villainous mercenary, Cleat. He’s a messenger for Tattletale, who warns Victoria to stay away from Cedar Point. The neighborhood has been renamed to Hollow Point and is under the control of villains. Victoria rejects the warning and decides that this would be an ideal test for the new hero group.

In the interlude, Crystalclear is monitoring a portal station as the newest member of Foresight. A trio of militaristic ambassadors from Earth Cheit arrive with Weld and Narwhal, seeking council with the major politicians and industry leaders of the Megalopolis. Cheit citizens were among the victims of the broken trigger, and the theocrats are using the tragedy as leverage over Gimel’s politics. The Wardens are suspicious about the shifting balance of power and would like Foresight to act as their watchdog.

Summary

Victoria travels to New Brockton to have a conversation with Tattletale. Tattletale is not directly involved with the Hollow Point villains, though she does owe them intel. She suspects that their niche will soon be consumed by bigger players, and states that Victoria has no place in that balance. The whole conversation was recorded by Kenzie, and the therapy group decide to progress regardless. Apart from Rain (who was running late), they train together through a match of capture-the-flag, with Tristan, Sveta, and Victoria against Ashley, Chris, and Kenzie. After a close game with clever usage of powers, Sveta manages to pull off a victory, and Ashley storms off, furious over the loss. Rain arrives and they all agree that his safety should be the top priority. Tristan proposes sending Ashley into Hollow Point as a double agent, with Chris as backup. Even if their plan doesn’t evolve to completion, they’d at least acquire valuable information which they can sell to other hero teams.

Victoria is suspicious of Rain’s living arrangements, and begins to follow him back home before calling it off in respect for his privacy. Back at Crystal’s apartment, Victoria’s dad shows up and tries to apologize for going along with Carol’s scheme at the barbecue. Victoria eventually agrees to meet with her mom at the Wardens HQ, strictly for the purpose of finding a legal counsel for the new team. Victoria, Tristan, Kenzie, and Sveta arrive at the HQ and learn that a counsel may be available in a few months, though otherwise the meeting is hostile and unproductive. The group then runs into Moonsong, who claims that Tristan is a power-hungry sociopath. Byron and several members of Foresight intervene to avert further conflict. Foresight is tentatively receptive to the Hollow Point espionage plan, and agrees to provide costumes for the new team.

In the interlude, Dot, an unsavory creature, rummages through an abandoned supermarket overrun by murderous machines. Dot learns from a dying heroine that ‘her king’, who can heal her people, is imprisoned on Earth Gimel. She hitches a ride on a train and narrowly evades capture from Ratcatcher, finally making it to the secure facility where her king is guarded by ‘Alice’ and ‘The Red Queen’. King Rinke has no desire to fight the humans, so Dot decides to invent her own destiny, and discovers a new ally in The Red Queen.
