He can change "states", altering the way time or physics worked in relation to himself, wich make him able to move very fast without needing to rest.

The drawback, though, is that while he is moving like that, he can’t hit hard, probably for the same reasons he don’t shatter his bones by hammering his feet against the ground ten times a second, getting torn to shreds by friction or running out of oxygen due to an inability to breathe. His speed came with a reduced ability to affect the world around him and be affected by it. He couldn’t hit as hard, couldn’t hold or move things as easily.
