The inability of most powers to affect a living thing with the exception of powers that only affect living things. This prevents telekinetics from crushing someone's heart or force field users from bisecting a person. There are capes who are not bound by the effect and they are considered some of the strongest in the world.

It can be restated as most powers being unable to violate the sanctity of a living thing's body. I.E. a power can affect the human body in total, but not a human's organs.

The effect also makes it harder for powers to work on or around living things.

It is unknown why the Manton effect exists or how to bypass it, but bypassing it is often linked to a second trigger event.
