Hookwolf is a member of the Empire Eighty-Eight. Following Kaiser's death during Leviathan's attack on Brockton Bay, the Empire splintered and he created the "Fenrir's Chosen". He then left the group when the Slaughterhouse Nine appeared and recruited him. Killed by Flechette in Interlude 26b.
