Rebecca Costa-Brown is the second-in-command of the Protectorate, the leader of the Los Angelos Protectorate team, and the Chief Director of the PRT.

Background:

Rebecca was dying of cancer when she was approached by a docter offering her a chance to gain superpowers. She took it, despite the risk of dying or becoming a monster, and spent two years guarding Doctor Mother while earning a reputation as a superheroine.

Eventually, she was introduced to the other members of Cauldron. Hero said that he had heard of her and mentioned how she had taken Strongarm and Mongler before Doctor Mother told them about her abilities. Legend commented on the fact the heroes usually wore brighter colors and she told him that they made it easier to get the blood out.

Rebecca then informed them of her proposal, that they form a team that followed the regulations and stipulations of the United States government. When asked about who would lead the team, she suggested Hero or Legend. She told them that it was part of an eight stage plan to incorporate parahumans into society before telling them how they could set up the organization she was proposing.

When asked about how she would guarantee the plan, she said that her civilian identity would take a position in the government. She told them that they should consider it before offering to give them booklets full of information relevant to her proposal.

Appearance:

Rebecca is athletic and tall with long, straight black hair; her costume is black and light gray with a tower emblem in the chest and a heavy cape.

Abilities and Powers:

Rebecca is the epitome of 'flying brick' capes; she has enhanced strength, a virtually invincible body, enhanced strength, an eidetic memory, and the ability to sense emotions. The triad of flight, strength, and invincibility powers recurred often enough to be named "the Alexandria Package" in honor of her.
