It is spread across a network of secret bases, and has several groups of capes attached, namely the Travelers, Undersiders and some freelancers (Circus and Trainwreck). It also recently acquired Dinah, who is kept prisoner so Coil can take advantage of her powers.

Goals

The main goal of Coil's organisation is to take over Brockton Bay, and then improve it so that the overall situation is better for its inhabitants. To achieve this, Coil planned to have each cape in the Undersiders take over a section of the city and protect it. He then faked his own death and discredited the heroes and mayor of the city at the same time, in order for his civilian identity to assume the role of PRT Director for the local headquarters.

However, Tattletale bribed the members of Coil's Organisation into abandoning him at a crucial moment and then Skitter killed him. Tattletale would subsume much of the organizations resources and personael when she took over the organization as the new leader, after Skitter freed Dinah.

Under Tattletale's Leadership

Tattletale would continue using mercenaries and similar in keeping Brockton Bay running smoothly.

Resources

Coil's organisation has access to Coil's power, which he has used to gain a large amount of funds, and Dinah's power, which he uses to plan actions he takes in conjunction with his own power to avoid upsets. The plans he creates are carried out by either his own mercenaries (normally stealthier actions) or his hired capes (if there's a chance of cape interference).

After Leviathan's attack, it becomes clear that there are also large stockpiles of food, fuel and other necessities. There are backup power generators and weaponry as well.
