The epitome of the flying brick, Rebecca Costa-Brown became famous for helping to found the Protectorate and being the member of the Triumvirate that lead it. She was more renown for her brawn than her brains, despite naming herself after the library of Alexandria.
Background
In August of 1986 a young girl dying of cancer was approached by a mysterious doctor who offered her a chance to gain superpowers. She took it, despite the risk of dying or becoming a monster. She spent two years helping guard the mysterious Doctor while earning a reputation as a superheroine in LA California. She eventually proposed the idea that would become the Protectorate to Legend and Hero.
