Rebecca Costa-Brown is the second-in-command of the Protectorate, the leader of the Los Angelos Protectorate team, and the Chief Director of the PRT.

Background:

Rebecca was dying of cancer when she was approached by a docter offering her a chance to gain superpowers. She took it, despite the risk of dying or becoming a monster, and spent two years guarding the doctor while earning a reputation as a superheroine. She eventually propose the idea that would become the Protectorate to Legend and Hero.

Appearance:

Rebecca is athletic and tall with long, straight black hair; her costume is black and light gray with a tower emblem in the chest and a heavy cape.

Abilities and Powers:

Rebecca is the epitome of 'flying brick' capes; she has enhanced strength, a virtually invincible body, enhanced strength, an eidetic memory, and the ability to sense emotions. The triad of flight, strength, and invincibility powers recurred often enough to be named "the Alexandria Package" in honor of her.
