Before he triggered, Gavel worked as a judge in Australia. Once he realized he had powers, he decided to use his newfound power and become a vigilante. He hunted the families of villians and killed them in an attempt to keep new villians from appearing.

Gavel's power works by lessening any damage he sustains in a given period of time to a set amount, additionally allowing him to ignore other effects of blocked attacks. He can transfer this power to objects or other people.
