Gavel is a supervillian.
Background
Gavel had once been judge, jury and executioner to criminals in Australia. He’d announce his intentions publicly, swearing vengeance and listing their crimes, and then he’d go after them. He hunted the families of villians and killed them in an attempt to keep new villians from appearing.
He lost public support when a villian threatened a city with a bomb and he thought it was a bluff. The bomb went off and Gavel walked away while many others didn't. Shortly afterwards, an order for his arrest was issued.
After Gavel's arrest and sentence to life imprisonment in the Birdcage, he became a cell block leader.
Personality
Gavel believed that anyone closely related to a villian, no matter who it was or how young they were, had the potential to become a villian. In an effort to prevent this, he hunted down and killed the families of villians.
Appearance
Gavel wore a beard cut to two perfectly straight lines that met at a sharp 90-degree point at the chin. His hair had been buzzed, flat at the top. He was extremely muscular, resembling a bodybuilder.<ref name="29.2">Venom 29.2</ref> While in the birdcage, he had a "shaggy beard"<ref name="29.2"/><ref name="27.3">Extinction 27.3</ref>.
In costume, he wore a mask that covered only his forehead, eyes and nose. He wore a skintight black shirt without sleeves and heavy canvas pants, with boots "that looked like they could be used to crush stone".
Gavel carried a hammer through which he could channel his power<ref name="29.2"/>. His hammer was solid steel, with sharp lines and a pole that seemed too big to wrap one’s hands around. The entire thing was as big as he was, probably three or four times the weight.<ref name="29.2"/>
Abilities and Powers
Gavel's power works by lessening any damage he sustains in a given period of time to a set amount, additionally allowing him to ignore other effects of blocked attacks. He can transfer this power to objects or other people.
He uses his durability to get close to his target while shrugging off attacks, and extends his power into his gavel when he hits his opponent. The force of the blow can easily kill, though he sometimes grants his durability to his enemy to allow them to survive the initial blow and send them flying. These victims tend to be gravely injured by their eventual impact with the surrounding terrain.
