Monarch 16.3 is the fourth chapter of Monarch. Piggot gets under Skitter's skin, then under Tattletale's. Gives them an ultimatum, then a little information.

Dragon and Defient have left the suits in the city to try and keep the villain population in check.

• The Undersiders interogate Piggot for information, this works to a greater or lesser extent then intended.

Trivia

• Skitter correctly surmises that Dragon's "new partner" is Armsmaster, although the undersiders have no idea of his new designation.
• Director Piggot indicates that it was his idea to have the spare Dragon suits guard Brockton Bay.
