Monarch 16.3 is the fourth chapter of Monarch. Piggot gets under Skitter's skin, then under Tattletale's. Gives them an ultimatum, then a little information.

  • Skitter correctly surmises that Dragon's "new partner" is Armsmaster, although the Undersiders have no idea of his new designation.
  • Director Piggot indicates that it was his idea to have the spare Dragon suits guard Brockton Bay.
