Snare 13.1 is the first chapter of Snare. Jack’s terms of engagement are delivered. Coil, the Undersiders, the Travelers and Circus discuss plans.

Grue delivers the terms of the Slaughterhouse Nine's test to the coalition of villains, laying out the rules of Jack Slash's 'Game' which includes not allowing interreference from powers outside Brockton Bay.
